<br />VILLAGE OF ELK RIVER SPECIAL MEETING CITY COUNCIL <br />JANUARY 3, 1920 <br /> <br />Special meeting of the Village Council was held at the Office of the Elk River L Co on Saturday the <br />rd <br />3 day of Jan 1920. <br /> <br />Members Present – J.H. Virgin, President, Bert Carr, Trustee, and William Norval, Clerk <br /> <br />Meeting called to order by the President at 8 o’clock p.m. <br /> <br />The McCarthy Well Co having completed the drilling of the Artesian Well. The testing of the same <br />nd <br />was made on January 2 1920. Mr. W.C. Buck the engineer and Mr. McCarthy the well contractor as <br />well as the Village council were all present at the test which was made as follows, the test for a <br />supply of water was by attaching the fire engine and laying two lines of 2 ½ inch hose and using 25 <br />feet of 3 ½ inch suction hose letting the same down into the 12 inch pipe in the well. After getting <br />the engine in operation it lowered the water in the well down to 14 feet, throwing two streams of <br />water at a capacity of at least 240 gallons per minute without lowering the water in the well any <br />further. This was considered an excellent flow of water. The judges pronounced the test a good one <br />and that the well was capable of furnishing the Village with all the water necessary for a good system <br />of water works. The well is practically finished accepting the cap the same and to connect a ¾ inch <br />pipe from the well pipe to keep the water from freezing in the pipe. <br />The well is drilled to a depth of 310 feet. Water will rise 7 ½ to 8 feet above the ground. Size of well <br />is 12 inches all the way down to the bottom as it was found it wasn’t necessary to reduce the size of <br />the hole on account of any crumbling of the sand rock as the same seemed to be solid all through. <br />135 feet of casing was used. Contract let to the McCarthy well Co of St. Paul, Minn price paid was <br />$9.35 per lineal foot they to complete the same to the ground surface. <br /> <br />The following Resolution was passed. Be it resolved by the Village Council that all Firemen <br />belonging to the original fire co of the village of Elk River Minn who report in due time to the fire <br />chief of the fire department for duty at any fire (day or night) in the Village of Elk River, shall be <br />entitled to receive the sum of three dollars $3.00 for his services as such fire or fires provided that he <br />presents an order from the chief for such services to the Village Clerk, otherwise the same shall not <br />be paid, this resolution on order shall be in force from Jan 3, 1920 and remain so until cancelled by <br />the Village Council. <br /> <br />It is also further resolved by the Village Council that the sun of ten dollars ($10.00) be paid to the <br />man who is first in hitching his team of horses (day or night) to the water fire engine and hose reel <br />or the storage building in the village and haul the same to wherever the fire may be located in the <br />Village and also to return the said engine and hose reel to the storage building from where it was <br />taken – this resolution shall be in force from Jan 3, 1920 and remains so until cancelled by the <br />Village Council. <br /> <br />Motion by the President, seconded by Bert Carr and carried that the Village Council notify the Chief <br />of the Fire Dept that it will be his duty to see that all fire apparatus and particularly the chemical <br />truck and fire engine are kept in perfect repair and in the best of conditions so that when called out <br />to a fire or otherwise everything will be in good working condition and cause no delay of any kind, <br />and it is further ordered that all expense incurred in keeping the above fire apparatus in such <br /> <br />
