Memorandum

To: Parks and Recreation Commission

From: Michael Hecker, Parks and Recreation Director

Date: January 11, 2023

Subject: Director’s Report

This report is a monthly highlight of department activities related to recent collaborations, strategic planning,
staff changes/developments, and park operations.

Vacate Park Property
In December, Commission recommended vacating and selling the Baldwin and Meadow park properties as
recommended in the Parks and Recreation Master Plan. Staff is working with the city attorney to ensure the
parcels are clear. Once we receive attorney approval, we will bring it to the Planning Commission and the City
Council for a public hearing and final approval.

Athletic Field Analysis
Staff is continuing to work with HKGi on the final draft of the Athletic Field Analysis. We plan to send this out
to Commission in a few weeks in order to have time to review before a February work session.

Orono Park Pickleball Courts Shade Structures
The contractor started installing the Orono Park shade structures on New Year’s Eve weekend. The concrete
pads were installed last November. They completed the supports but were stopped by the winter storms. They
will return to complete this project when the weather allows.

Woodland Trails Water Feature
Our Woodland Trails Water Feature design consultant sent a letter to the general contractor informing them that
all corrective work is to be complete and the water feature fully operational by May 1, 2023. Staff has diligently
worked to rectify this problem since we were informed of the absence of grounding (welded wire mesh in the
concrete) in October of 2021.
Advisory board/Commission Meeting Calendar
The calendar is attached to this report. This is the same one emailed to you on January 3.

Item: 9
