i
Elk River
Municipal Utilities UTILITIES COMMISSION MEETING
TO:
FROM:
ERMU Commission
Mark Hanson — Deputy General Manager
HEMEETING DATE:
AGENDA ITEM NUMBER:
December 13, 2022
6.1a1
SUBJECT:
Staff Update
ACTION REQUESTED:
None
DISCUSSION:
• We have concluded our internal process for identifying our next administrations director. I
am happy to report that customer service manager, Sara Youngs, has been promoted to
administrations director effective January 3, 2023.
• In related organization news, I have identified a few changes to our organizational chart
that will also become effective January 3, 2023. In accordance with Commission Policy G.4g
Organization, Staffing and Compensation, these changes have been reviewed by the Wage
& Benefits Committee and are reflected in the attached organizational charts.
1. The finance manager, Melissa Karpinski, will report to the general manager (currently
reports to the administrations director)
2. The executive administration manager, Tony Mauren, will report to the administrations
director (currently reports to the general manager)
3. The engineering manager, Chris Kerzman, will report to the operations director, Tom
Geiser (currently reports to the general manager)
4. The GIS/mapping technician, Angela Hauge, will report to the engineering manager,
Chris Kerzman (currently reports to the technical services superintendent)
• Similarly, due to the continued growth of our water system, the following staffing changes
will occur effective January 3, 2023. The lead water operator will be reclassified as the
water operations foreperson to be consistent with our electric division as well as provide
increased leadership resources as we plan for significant growth in our water system. The
water utility worker will be reclassified as a water operator due to increased responsibilities
associated with the incumbent obtaining appropriate licensure.
• The financial implications of the changes listed above are expected to be offset by future
staffing announcements now that the new administrations director has been selected.
• 1 was fortunate to attend the Minnesota Municipal Utilities Association's Technical and
Operations Conference December 6-8 with Chris Kerzman, Mike Tietz, Chris Sumstad, and
Page 1 of 2
155
