The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br />service, and community engagement that encourages and inspires prosperity <br />Request for Action <br />To <br />Parks and Recreation Commission <br />Item Number <br />7.2 <br />Agenda Section <br />Action Item <br />Meeting Date <br />December 14, 2022 <br />Prepared by <br />Michael Hecker, Parks and Recreation Director <br />Item Description <br />Vacate Park Property <br />Reviewed by <br />Cal Portner, City Administrator <br />Reviewed by <br />Action Requested <br />Recommend, by motion, to vacate and sell the two park properties Baldwin and Meadow. <br />Background/Discussion <br />The Parks and Recreation Master Plan recommends on page 41 to eliminate the following duplicated and <br />underutilized properties: Baldwin, North Terrace, Meadow, and Elk Hills Green Space. Initial research indicates <br />that North Terrace and Elk Hills Green Space were acquired in the 1960’s with park dedication but Baldwin <br />and Meadow were not which allows them to be sold. Parks Maintenance finds Baldwin and Meadow Parks <br />challenging to access. In fact, Baldwin can only be accessed through private property. <br />If the Parks and Recreation Commission recommends vacating park property, then the Planning Commission <br />will need to pass a resolution regarding the sale of public property prior to City Council action to approve / <br />execute a purchase agreement. <br />Financial Impact <br />The estimated cost to maintain Baldwin and Meadow is about $10,000 for both properties. Proceeds from the <br />sale of the park properties may go toward Park Dedication or PIF, <br />Attachments <br />Park Properties – Baldwin, North Terrace, Meadow, and Elk Hills Green Space
