The transfer
was a result of a partnership with Cargill to extend street and utility services to Cargill’s new facility. This
partnership also provided the city with a developable outlot of approximately 28 acres in size.

At this same time, the city also received a letter of interest from GATR Truck Center to purchase approximately
6.875 acres of the outlot immediately adjacent to their current operation. The purchase will support the long-term
growth of their maintenance operations by creating a larger contiguous parcel for development.

GATR’s current facility, along with the land under review, are guided for Business Park uses by the
Comprehensive Plan, and automobile repair operations are allowed as a conditional use in the Business Park
Zoning District. Their final request and configuration will require additional land use applications, platting for
example, and will be reviewed by the Commission in accordance with city procedures.

Financial Impact
None

Mission/Policy/Goal
Respond to changing needs of the community.

Attachments
Resolution 22-02
Property Sketch

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: August 2020
