Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Planning Commission 4.2 <br />Agenda Section Meeting Date Prepared by <br />Public Hearings June 28, 2022 Chris Leeseberg, Senior Planner <br />Item Description Reviewed by <br />Cornerstone Auto QuickLane- Parcel ID# 75-Jennifer Green, Sr. Administrative Assistant <br />821-0010 - Conditional Use Permit for a Motor <br />Reviewed by <br />Vehicle Specialty Shop (oil change facility), Case <br /> <br />No. CU 22-14 <br /> <br />Action Requested <br />Recommend, by motion, approval of the Conditional Use Permit as <br />the standards set forth in Section 30-654 have been satisfied. <br /> <br />Background/Discussion <br />The property is zoned Focused Area Study (FAST-e) where motor <br />vehicle specialty shops require a Conditional Use Permit (CUP). The <br />applicant is seeking a CUP to construct a 74’ x 170’ oil change facility <br />on what will be located on Lot 1, Block 1, Jabez Third Addition plat, <br />which will be reviewed by the City Council. <br /> <br />Along with oil changes, the facility will accommodate light mechanic <br />work such as tire rotations. Construction is anticipated to begin in the <br />spring of 2023. Once completed, the existing QuickLane located in <br />the Cornerstone facility be relocated to the proposed building and then <br />that existing space will be used for mechanic work. <br /> <br />The business with be fully staffed with 15 to 30 full and part time <br />employees. The proposed hours of operation are: <br /> <br />7:00 a.m. to 8:00 p.m. Monday through Thursday <br />7:00 a.m. to 6:00 p.m. on Fridays <br />7:00 a.m. to 5:00 p.m. on Saturdays <br /> <br />Building Materials <br />The mechanic area will be constructed with concrete tip-up panels while the customer area, facing the streets, will <br />be comprised of architectural metal panels and storefront glass. <br /> <br />Transportation/Circulation <br />Access to the subject site will occur off Cornerstones private drive/access on the west side of the parcel.
