Request for Action <br />To Item Number <br />Ma Tor and CinT Council 8.3 <br />Agenda Section Meeting Date Prepared by <br />GeneYal Business May 2, 2022 Tim Dalton, FT Center Superintendent. <br />Item Description Reviewed by <br />Direction for Junior Hockey Team Agreement Cal Pormer, Cit�r Administrator <br />Reviewed by <br />Action Requested <br />Discuss funding of capital improvements, provide staff direction. <br />Direct, byT motion, staff to initiate improvements and negotiate an agreement `vith iVlinnesota Squatch Junior <br />HockeyT. <br />Background/Discussion <br />Staff was contacted by Jon "Chic" PojaY about a yreaY ago regarding his desire to locate a junior hockey in our <br />facilityT. Junior hockeyT is for players aged 16-20 and is mostly post-high school in Minnesota. <br />Mr. Pojar's proposal `vas shared `vith the Multipurpose FacilityT AdvisoryT Commission on March 14. The <br />Commissioners expressed consensus to continue discussions with the team. The Squatch application for a <br />franchise has been approved byT the United States Premier HockeyT League (USPHL) and he has made his <br />preliminaryT franchise payTment His next payTment is due veryT soon. Before going for�vard he would like a <br />commitment from the cityT. <br />The cost to retrofit e�sting space in the FT CenteY for a locker Yoom, coaches office and Yeplace the refeYee <br />Yoom is appro�mately $100,000. The team would be expected to pay the costs to outfit the locker rooms, similaY <br />to what was done `vith ERHS. The Multipurpose Facilit�r fund balance does not have available funds at this time, <br />so a funding source needs to be identified. The Building Reserve Fund, Park Dedication Fund or ARPA Funds <br />are available for the work. <br />Chic has provided a draft fee proposal. Staff `vould continue to negotiate the final rates before the agreement is <br />brought back to the Council to consider. <br />Financial Impact <br />The cit�T �vill need to front the initial costs to allo�v for the buildout of a team locker room to meet the USPHL <br />expectations. The team `vill payT no less than the going rate for primetime ice.
