Dollars from the Unassigned Fund Balance will be included in the 2023 base budget, and surplus <br />funds from 2021 have been allocated as revenue. There has also been discussion on the amount held in <br />reserve. In May, after April's audit, the Finance Committee will share its recommendations with the full <br />GRRL Board. <br />Great River Regional Library Board Updates <br />In February, bylaws amendments were presented to the Board for initial review. Language has been <br />included to comply with an IRS request relating to GRRL's 503. (c)(3) application. Receiving this status <br />would make the library eligible for more grants, and facilitate corporate giving. <br />All branches will be closed on Monday, April 25th for All Staff Day, the first since 2019. Staff will meet in <br />St. Cloud for training on cross-cultural communication, and other topics. <br />The 2021 Annual Report will soon be mailed to stakeholders and distributed to the libraries. <br />Finally, the Board has approved changes to the Personnel PTO policy. Currently, staff in regular Aide <br />positions earn three prorated days of PTO per year. Beginning in May, staff in these positions will <br />accrue PTO at the same rate as other staff, based on hours worked and years of service. <br />2021 Regional Sustainability Plan Progress and Statistics <br />The plan was created early in the pandemic to allow staff time to work on the 2022-2025 Strategic Plan, and <br />adapt to changing community needs. Areas of focus were in -library access, those who serve the <br />homebound, resources for home -learning providers, staff training, and library awareness. <br />Regionwide, 2021 circulation was near 2019 levels, with juvenile materials increasing its percentage of total <br />circulation.
