Request for Action

To Item Number
Mayor and City Council 8.1
Agenda Section Meeting Date Prepared by
General Business April 4, 2022 Justin Femrite, P.E., Public Works Director
Item Description Reviewed by
CSAH 33 Design Modifications Cal Portner, City Administrator
Reviewed by

Action Requested
Provide direction, by motion, regarding design considerations along CSAH 33 relating to future accommodations
for a trail.

Background/Discussion
Sherburne County is moving into final design of the CSAH 33 realignment project from TH 169 to Twin Lakes
Road (CSAH 13). Previous discussion around this project concluded that while a trail is desired along the south
side of this route in accordance with the Comprehensive Plan, that it would not be constructed as part of the
current roadway project.

To accommodate a trail more easily in the future, the current roadway design from beginning just west of Ulysses
Street and tying back in just east of Smith Street, would need to be shifted north by 10 feet. The largest cost
implication for this design modification results from a width of right-of-way impacts than the original design
would have required. The design modification would be limited to the stretch of project length mentioned as it
presents the most geographical challenges to adding a facility in the future. Without the design changes with this
project, the addition of a trail in the future will be very challenged (and costly).

Financial Impact
The estimated city cost contribution for the design modifications detailed above and its associated right-of-way
impacts is $600,000.

Mission/Policy/Goal
Meet changing needs - Agile

Attachments
None

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: August 2020
