The meeting was called to order at 7:00 p.m. by Chairman Tra1le. <br /> <br />2. Consideration of 8/26/86 Agenda <br /> <br />Building & Zoning Administrator, Stephen Rohlf requested that the <br />following items be added to the agenda: 11.1 Gravel Pits; 11.3 Elk River <br />Mall Signage. <br /> <br />COMMISSIONER FUCHS MOVED APPROVAL OF THE AUGUST 26, 1986 PLANNING <br />COMMISSION AGENDA AS AMENDED. COMMISSIONER BARRETT SECONDED THE MOTION. <br />THE MOTION PASSED 6-0. <br /> <br />3. Consideration of 7/22/86 Planning Commission Minutes <br /> <br />COMMISSIONER WILSON <br />COMMISSION MINUTES. <br />PASSED 6-0. <br /> <br />MOVED APPROVAL OF THE JULY 22. 1986 <br />COMMISSIONER MORTON SECONDED THE MOTION. <br /> <br />PLANNING <br />THE MOTION <br /> <br />4. Site Plan Review for Anda Construction/Public Hearing <br /> <br />Mr. Mike Anda reviewed his request for 50 apartment units consisting of <br />two buildings; one 24 unit building and one 26 unit building. Mr. Anda <br />explained the site plan request of the Fire Chief showing the 26 unit <br />building and garage building reversed, and also pointed out the location <br />of the fire lane and three hydrants. Mr. Anda stated that the sewer <br />would go out to Baldwin. <br /> <br />Chairman Tra1le opened the public hearing. <br /> <br />Lyman Marshall, owner of theapartment building adjacent to the property <br />under discussion, expressed his concern about the service road use as a <br />fire lane and that it would affect his parking. <br /> <br />Mr. Rohlf asked Mr. Anda if he would be willing to grant an easement to <br />Mr. Lyman for access to Lyman's garages. Mr. Anda stated that he would, <br />provided that the reduction would not affect his density. <br />
