<br />. <br /> <br />SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY. JUNE 20. 1988 <br /> <br />Members Present: Chairman Kropuenske. Commissioners Fuchs. Johnson. <br />Olsen and Morton <br /> <br />Members Absent: Commissioners Barrett and Kimball <br /> <br />1. Pursuant <br /> Planning <br /> p.m. <br /> Agenda <br /> Item 2.5 <br /> <br />to due call and notice thereof. the meeting of the Elk River <br />Commission was called to order by Chairman Kropuenske at 6:00 <br /> <br />Tax Increment Financing District US was added to the Agenda. <br /> <br />2. Multiple Principle Building <br /> <br />Per Lot/Elk River Machine/Public Hearing <br /> <br />Chairman Kropuenske indicated that Elk River Machine Company is proposing <br />to build a second manufacturing building on their lot. He noted that Elk <br />River Machine will be requesting an administrative subdivision at the <br />6/20/88 City Council meeting to combine four parcels of land. creating one <br />large lot to accommodate this second building. <br /> <br />. Chairman Kropuenske opened the public hearing. <br /> <br />Discussion was held regarding the reasoning for stopping the berm and not <br />having it continue in order to screen the park. Mr. Lloyd Barthel. owner <br />of Elk River Machine. indicated that the screening had stopped because of <br />drainage. <br /> <br />Commissioner Johnson indicated that screening would be effective on the <br />northeast corner to screen the park. Mr. Barthel questioned whose <br />responsibility it would be to screen the park. He indicated that when the <br />City purchased the property. it was the intention of the City to plant <br />trees for screening. However. this was never done. as it was a verbal <br />agreement with a previous City Administrator <br /> <br />Steve Rohlf. Building and Zoning Administrator. reviewed the memo dated <br />June 15. 1988. addressing the request. He discussed the Fire Chief's <br />concerns. parking. drive areas. and screening. <br /> <br />Commissioner Fuchs <br />concern regarding <br />of the building. <br /> <br />indicated that Commissioner Kimball had relayed a <br />the possible blacktopping of the parking area in front <br /> <br />Chairman Kropuenske closed the public hearing at this time. <br /> <br />. <br />
