. SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION HELD AT THE ELK RIVER PUBLIC LIBRARY MONDAY. JUNE 20. 1988 Members Present: Chairman Kropuenske. Commissioners Fuchs. Johnson. Olsen and Morton Members Absent: Commissioners Barrett and Kimball 1. Pursuant Planning p.m. Agenda Item 2.5 to due call and notice thereof. the meeting of the Elk River Commission was called to order by Chairman Kropuenske at 6:00 Tax Increment Financing District US was added to the Agenda. 2. Multiple Principle Building Per Lot/Elk River Machine/Public Hearing Chairman Kropuenske indicated that Elk River Machine Company is proposing to build a second manufacturing building on their lot. He noted that Elk River Machine will be requesting an administrative subdivision at the 6/20/88 City Council meeting to combine four parcels of land. creating one large lot to accommodate this second building. . Chairman Kropuenske opened the public hearing. Discussion was held regarding the reasoning for stopping the berm and not having it continue in order to screen the park. Mr. Lloyd Barthel. owner of Elk River Machine. indicated that the screening had stopped because of drainage. Commissioner Johnson indicated that screening would be effective on the northeast corner to screen the park. Mr. Barthel questioned whose responsibility it would be to screen the park. He indicated that when the City purchased the property. it was the intention of the City to plant trees for screening. However. this was never done. as it was a verbal agreement with a previous City Administrator Steve Rohlf. Building and Zoning Administrator. reviewed the memo dated June 15. 1988. addressing the request. He discussed the Fire Chief's concerns. parking. drive areas. and screening. Commissioner Fuchs concern regarding of the building. indicated that Commissioner Kimball had relayed a the possible blacktopping of the parking area in front Chairman Kropuenske closed the public hearing at this time. .
