<br />. <br /> <br />PLANNING COMMISSION MINUTES <br />WORKSHOP MEETING <br />NOVEMBER 21, 1989 <br />ELK RIVER CITY HALL <br /> <br />Commissioners present: Kimball, Eberley, Fuchs, Nadeau, <br />Johnson <br /> <br />The meeting was called to order at 7:08 p.m. The first <br />agenda item discussed was the landscape ordinance, in <br />pre-draft form. Comments, suggestions, corrections and <br />additions to the ordinance from Sherri Borquist, county weed <br />inspector were reviewed. Some modifications were made* by <br />the commissioners, and it was decided that the ordinance <br />would be discussed at the November 28 meeting. The <br />landscape ordinance will be placed on the January regular <br />meeting agenda for a recommendation to the council. <br /> <br />. <br /> <br />Tim Keane, city attorney, will be asKed to provide <br />definitions for the words: water bodies, wetlands, and <br />environmentally sensitive areas. He will also be asKed to <br />review and comment on the section of the ordinance which <br />mentions "notification from the city" for replacement of <br />dead plantings. The commissioners are concerned that <br />property owners may interpret this wording to suggest that <br />no action need be taKen on replacement without city notice. <br />The notification wording does not appear elsewhere in the <br />ordinance. <br /> <br />At the November 28 meeting, staff will be asKed what the <br />city currently hands out to developers for site plan <br />requirements as the commissioners are unsure what form is <br />used at this time. <br /> <br />*Suggested additions to landscape ordinance: <br />From Comm. Johnson: "All property owners must Keep land <br />owned or under their control orderly. Weeds shall not be <br />permitted to reach a height of more than 12 inches. Owners <br />of land within 50 yards of any occupied residence must Keep <br />grass mowed to a height of six inches or under." <br /> <br />From Comm. Kimball: "ParKing adjacent to roadways shall be <br />bermed to a height of 3 feet".......................etc. <br />(Specific wording to be decided later) <br /> <br />Commissioners should consider what may be missing from the <br />ordinance. May review the Solnit booK for ideas. Sherri <br />will also have more to add to the weed ordinance. <br /> <br />At the November 28 meeting, the Shade Tree Ordinance will be <br />discussed. <br /> <br />. <br />
