<br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES OF ELK RIVER PLANNING COMMISSION <br />PUBLIC WORKSHOP <br />HELD AT ELK RIVER CITY HALL <br />OCTOBER 17, 1989 <br /> <br />Members Present: <br /> <br />Chairman Kimball, Commissioners Johnson, Eber1ey, Morton. <br />Fuchs, and Nadeau <br /> <br />Members Absent: <br /> <br />Commissioner Schroeder <br /> <br />Staff Present: <br /> <br />None <br /> <br />Pursuant to due call and notice thereof, the workshop session of the Elk River <br />Planning Commission was called to order at 7:05 p.m. <br /> <br />Assisted Chairman Kimball assemble, who then distributed, <br />information from Municipal Zoning, Development and Land Use Law. <br /> <br />educational <br /> <br />I. Sub-Committee Reports <br /> <br />a) Signage to be presented at future meeting. <br /> <br />b) <br /> <br />with <br /> <br />mino r <br /> <br />approved <br /> <br />as <br /> <br />presented <br /> <br />Mission <br />changes. <br /> <br />Statement <br /> <br />c) Landscape being drafted by Stephen Rohlf, Building and Zoning <br />Administrator. <br /> <br />d) <br /> <br />By Laws (Rules and Procedures) changes to be made and to be ready <br />for joint meeting with Council. <br /> <br />e) Orientation completed and changes to be made as needed. <br /> <br />II. Impact Fees <br /> <br />Discussed road impact fees and determined that additional information was <br />required to make a recommendation to Council to be reviewed at Planning <br />Commission meeting Tuesday, October 24, 1989. <br /> <br />III. Cluster Home Development <br /> <br />a) A rationale preceed the definition of cluster homes. <br /> <br />b. Add, "and protect sensitive land", to paragraph one of staff's <br />definition for cluster homes. <br /> <br />c) Add 5 feet setback for accessory structures in cluster homes. <br /> <br />d) Determine who has ownership of the land retained. <br /> <br />e) PUD has concept review with Planning Commission. <br /> <br />f) <br /> <br />Small does not include or infer hardship. <br />
