<br />MINUTES OF PLANNING COMMISSION WORKSHOP SESSION <br />NOVEMBER 20, 1990 <br /> <br />Commissioners present: Kimball, Eberley, Bischoff, Johnson <br /> <br />. <br /> <br />The workshop meeting was called to order by chairman Kimball <br />at 7:05 p.m. <br /> <br />Plans for the annual meeting were discussed. It was decided <br />to place discussion of the annual meeting on the agenda for <br />the November 27 regular meeting. Tentative date: 1/19, <br />1991; agenda: review of 1990, 1991 budget, education, 1991 <br />work plan, 1991 goals, and open discussion--1990 highl ights. <br /> <br />Planshare /91 will be discussed at the November 27 regular <br />meeting. <br /> <br />Commissioner Bischoff is interested in attending a meeting <br />of the Sherburne County planning commission. He will <br />contact Brian Benson. <br /> <br />The commission will submit an annual report for publ ication <br />in the local newspaper. <br /> <br />. <br /> <br />Discussion of the book The Job of the PlanninQ Commissioner <br />led to identification of training/information needs. First, <br />the concept of a tax base (re: page 109, "to maintain ... <br />the local tax base") was discussed. The commissioners were <br />unsure of how their function could serve to maintain the tax <br />base, and were, in fact, unsure of how the tax base is <br />formed. It was decided to ask city and county officials to <br />present information and guidance in this regard. Second, <br />the concept of the role of the commission vis-a-vis city <br />staff, consultants, and others with whom the commission <br />interacts was identified as an area needing clarification. <br />The commission will ask for input on this item during 1991. <br />Third, the role of the commission regarding" regulating <br />competition (re: page 110). The commissioners identified a <br />need for information from the city attorney in this regard. <br /> <br />Other suggestions: <br />-The commission should hold an annual publ ic meeting at <br />which citizens would be encouraged to express general <br />concerns, 1 ikes and disl ikes, and their vision of the future <br />of the city. This "open mike" format would require prior <br />advertisement in order to bring citizens in. Possible <br />months include February and March. <br />-An "open mike" session could be scheduled at every <br />regular monthly meeting to allow for general citizen input. <br /> <br />The meeting was adjourned at 9:00 p.m. <br /> <br />Respectfully submitted, <br /> <br />. <br /> <br />tk AJ~~~ <br /> <br />l I <br /> <br />G"/' <br />
