<br />--- <br /> <br />e <br /> <br />e <br /> <br /> <br />e <br /> <br />MiNUTES OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT THE PARKER ELEMENTARY SCHOOL <br />TUESDAY, MAY I, 1990. <br /> <br />Members Present: <br /> <br />Chairman Kimball, Commissioners Fuchs, Johnson, Eberley, <br />and Nadeau <br /> <br />Members Absent: <br /> <br />Commissioners Morton and Schroeder <br /> <br />Staff Present: <br /> <br />Stephen Rohlf, Building and Zoning Administrator; <br />Janelle Szklarski, Zoning Assistant; Bill Weber, <br />Planning Consultant, BRW, Inc. <br /> <br />1. Pursuant to due call and notice thereof; the meeting of the Elk River <br />Planning Commission was called to order at 7:10 p.m. by Chairman <br />Kimball. <br /> <br />Chairman Kimball stated that Bill Weber of BRW, Inc. was present to <br />discuss Focus Areas "c" and "D". He indicated that the Planning <br />Commission would not be making a recommendation to the Council tonight. <br />Chairman Kimball stated that all four focus area studies would be <br />brought back to the Planning Commission after they had time to study <br />the new information. <br /> <br />Chairman Kimball opened the public hearing. <br /> <br />Bill Weber pointed out the areas to be studied which included an aerial <br />photo of the areas. Mr. Weber explained that the Planning Commission <br />and the City Council picked out these areas to be studied because they <br />were locations where the City had questions and concerns on how they <br />should be developed. Mr. Weber indicated his report would summarize the <br />major issues which resulted from the analysis. Mr. Weber showed and <br />explained three al ternati ve layouts focusing his discussion on <br />Alternative III. <br /> <br />Mr. Weber suggested that the City plan for transition to sewer and <br />water services in Area "c" in the future so that the 2-1/2 acre lots <br />can be subdivided. <br /> <br />Mr. Weber indicated that two years ago the City Council approved the <br />1988 Growth Management Plan and one of the fundamentals of that plan <br />was that sewer and water was not going to come down into area "D". Mr. <br />Weber was opposed to making a departure from the 1988 Growth Management <br />Plan so quickly without a fundamental change in circumstances. He felt <br />the City should have a substantial reason for parting from the 1988 <br />Growth Management Plan so soon. There are other areas in the City that <br />are strong for commerical and industrial development that would be <br />competing with area "D". His recommendation to the City is that public <br />utilities be extended to area "D" when; (1) the land planned for <br />business park growth in Area "A" is about half developed, (2) when the <br />majority of the land owners in Area "D" request public utilities, (3) <br />when there is sufficient sewage treatment plant capacity to service <br />area "D". <br />
