Spotts, M.
Eberley

AGgNDA: Discussion -.Adul t-related Land Use Moratorium

Members reviewed and discussed materials and documentation
collected to date. Members note the following c.onclusions or
action items:
A) Need Legal Counsel's and Staff's evaluation of the
effectiveness of St Louis Park ordinance. Any
challenges since its adoption? Are there any such
land uses currently in the City of St Louis Park?
The recommendations for amendment noted in memo
received from T. Keane on 1-15-91 should be
i l'j(~ 11 ,d f~ din n v ~ 1, , M t. inn .
B) 1\.'.1':"111111""<.1 LJo,l{llllllllH wi 1.11 LLl<.1 UL 1.'1\11t1 L'C\.l"k
ordinance, recommendationR for ChRn~A in mAmO of
tIt. ;11 !'roilll'l' 11:IWllfJ,. ,iHl ~JoJlhiIJr~ dr"I'L rut 1(1"-
RiVfo,r-. Thlc"'J fa] lowing chang-As should be
incorporated into the working draft - adult-related
land uses would be permitted in Industrial and
Commercial zones, but not within 500 ft. of any
residential use nor within 1000 ft. of any school,
church, day care, etc. (refer to list of occupancies
noted in Andover ordinance).
C) We have questions about the amount of floor space
permitted for such uses in specific occupancies -
St Louis Park uses 40%. D~scussion settled on a
figure of 25%, if such occu~ncies are outside the
designated zones. Also, the floor space reference
should be applied to retail display space open to
the public and not total floor ~pace.
St, Louis Park should be contacted to ask where the
40% figure comes from - what is the lo'gic?

Commi~sioners who were not in attendance at the workshop will
be asked for their comments at next Commission meeting.
Their comm~nts and these action items will be provided to
Staff and Counsel to begin work on a draft ordinance.

A<2ting Record~.~ r/.. .
'-7~ CPhJ5

Mary Eber(ey
