The
city’s goal in drafting the ordinance was to improve understanding of the development process by outlining the
existing standards and requirements already within city codes. The hope is for a complete submittal with the initial
application that will ultimately speed up the review process by reducing delays that could result with an incomplete
application.

The ordinance, as drafted, also provides an exemption for many instances where a new business will replace an
existing use on the same site. In situations where there are no exterior modifications to the building or site
plan, and the ordinance does not require significant changes due the use (i.e. higher parking demand), the site plan
review process may be exempt and the owner/operator can move straight to permitting through the building
department.

Financial Impact
None

Mission/Policy/Goal
Support business growth

Attachments
Ordinance
Summary Publication Resolution

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: August 2020
