Memorandum

To: Parks and Recreation Commission

From: Michael Hecker, Parks and Recreation Director

Date: January 12, 2022

Subject: Director’s Report

This report is a monthly highlight of department activities related to recent collaborations, strategic
planning, staff changes/developments, and park operations.

Active Elk River - Orono Park & YAC
The Orono Park picnic pavilion and restroom building roof was completed a few days before Christmas.
The contractors will complete their work for the rest of the buildings in 2022.
Athletic Field Utilization Study
Staff is working on the work plan for an athletic field utilization study and would like a Parks
Commission Athletic Field Utilization Committee work closely with staff to complete this project by
October of 2022. A committee should consist of not more than three Commissioners.
Senior Center Annual Report
Attached is the annual report for the Senior Activity Center. The residency status for memberships
is 79% Elk River. Please keep in mind the attendance totals are not accurate due to not everyone
always checking in and frequent issues with the touch screen not working properly.

Outdoor Ice Rinks
With our first stretch of cold weather in mid-December, park maintenance was able to flood ice
rinks. We were able to open Handke, Spectrum and the two neighborhood rinks just in time for
Christmas.

The ice rink warming house hours will open in two weeks. Hours will be Monday-Friday from 3-9
p.m. and weekends 2-9 p.m. Spectrum will be opening Jan 10. We hope to open Handke January 12,
this may change based on staff availability.

Item: 9
