The work <br />includes municipal water, sanitary and stormwater components. The smallest portion of land included within the <br />curve of the proposed street will be a future Elk River Municipal Utilities electric substation and city -maintained <br />infiltration stormwater basin. <br />A virtual bid opening occurred on December 13, 2021, with 15 bids were received. Staff agrees with Hakanson <br />Anderson's recommendation to award the contract to Northwest Asphalt, Inc., the lowest responsible bidder. The <br />project was advertised in the Star News on November 20 and 27 and. The draft contract is attached. <br />Commence Construction —January 2022 <br />Municipal Utilities Installed — By end May 2022 <br />Substantial Completion — August 2022 <br />Financial Impact <br />The project will be financed with funds from the Development Fund which will be replenished upon sale of the <br />improved lots.
