Over the last few years, a portion of shoreline within
the William H. Houlton Conservation Area along the Mississippi River was identified as having significant erosion
and soil loss. Through this partnership, the SWCD and city plan to apply for funding from the Conservation
Partnership Legacy (CPL) Grant Program for this Houlton Conservation Area Streambank Protection project.
This is a joint effort which will leverage pooled resources to restore and protect this sensitive area of public land.

The city will be submitting a Partner Commitment Letter along with the CPL Grant application. This letter
commits staff time to the project as well as a required 10% grant match cash contribution of $31,000. The match
will be funded by the Stormwater Management Fund. The application is due in mid-September, and we hope to
hear if the application is accepted by the end of the year.

Financial Impact
Cash contribution from Stormwater Management Fund

Mission/Policy/Goal
Leverage partnerships for resource protection

Attachments
Partner Commitment Letter – City of Elk River

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: August 2020
