UTILITIES COMMISSION MEETING <br />TO:FROM: <br />ERMU CommissionChris Kerzman– Engineering Manager <br />MEETING DATE: AGENDA ITEM NUMBER: <br />September 14, 2021 5.3 <br />SUBJECT: <br />Field Services Facility Expansion Project Update <br />ACTION REQUESTED: <br />Adopt resolution 21-18, Awarding and Approving the Assignment of Construction Contract to <br />RJM Construction. <br />BACKGROUND: <br />During bidding, there were three categories that RJM Construction did not receive conforming <br />quotes for and carried an allowance in their contract. The three categories that were not <br />awarded were Final Cleaning, Waterproofing & Weatherproofing, and Vehicle Wash. RJM has <br />reached out to additional vendors and received a conforming quote for Waterproofing & <br />Weatherproofing. The remaining 2 unawarded contracts will be brought forward at a future <br />commission meeting. <br />DISCUSSION: <br />The recommended award for Waterproofing & Weatherproofing is Homeco Insulation Inc., with <br />a quote of $36,935.00; RJM carries an allowance of $45,000 for this category. Staff <br />recommends award of the Waterproofing & Weatherproofing contract to Homeco Insultation <br />Inc, as recommended by RJM. <br /> <br />Foundation installation went very well, and the installing contractor completed work ahead of <br />schedule. There are small portions of the foundation where we are waiting on the installation <br />of water and sewer infrastructure due to soil conditions. Precast wall delivery and installation <br />will begin during the week of September 13. Staff and a representative from the architect had <br />the opportunity to visit Molin Concrete Products Co. to observe manufacturing of our precast <br />panels during the week of September 6. RJM expects precast wall installation to take <br />approximately 5 weeks. <br /> <br />The site’s utilities contractor has made the new water connections on the north side of the <br />building and is making sewer connections over the weekend of September 10-12. They have <br />run into a couple areas where groundwater has been a concern and are working with the civil <br />engineer to adjust elevations where possible. There is an area with petroleum contamination <br />where one of the stormwater manhole structures sits, and staff is working with an American <br />Engineering Testing Inc. (AET) to properly install this structure. The contamination has been <br />reported to the State Duty Officer.
