<br />. <br /> <br />RESOLUTION 85-6 <br /> <br />RELATING TO JOINT EFFORTS BY THE CITY OF ELK RIVER, SHERBURNE COUNTY AND ANOKA <br />COUNTY IN THE COORDINATION OF SOLID WASTE ABATEMENT ACTIVITIES <br /> <br />WHEREAS, officials of the City of Elk River, Sherburne County, and other adjoining <br />counties are committed to the protection of water resources and the preser- <br />vation of agricultural lands; and, <br /> <br />WHEREAS, joint efforts to reduce dependence on landfills for the disposal of solid <br />waste are needed to protect water and land; and, <br /> <br />WHEREAS, it is in the best interest of the citizens of Elk River and Sherburne County <br />to find the most environmentally sound, cost-effective methods to process <br />solid waste; and, <br /> <br />WHEREAS, Northern State Power Company has expressed an interest in developing a re- <br />source recovery facility in the City of Elk River to serve Sherburne County, <br />Anoka, County, and potentially other counties; and, <br /> <br />WHEREAS, <br /> <br />location of a resource recovery facility in the City of Elk River will provide <br />significant economic benefit to the citizens of the City of Elk River and <br />Sherburne County; and, <br /> <br />. <br /> <br />WHEREAS, United Power Association has expressed plans to modify the existing power <br />plant to burn the refuse not suitable for resource recovery processing; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Elk River City Council hereby requests the <br />Anoka and Sherburne County Board of Commissioners to designate appropriate <br />staff members to enter into discussions with staff members of the City of <br />Elk River and other interested counties to review solid waste abatement <br />alternatives, and in particular, the Northern States Power resource re- <br />covery alternative. <br /> <br />BE IT FURTHER RESOLVED that the Elk River City Council hereby directs the Elk River <br />City Administrator and appropriate staff members to work with the staff of <br />Anoka, Sherburne and other interested counties for this purpose. <br /> <br />BE IT FURTHER RESOLVED that these discussions may include the possibility of locating <br />a resource recovery facility in the City of Elk River. <br /> <br />BE IT FINALLY RESOLVED that copies of this resolution be directed to the Anoka County <br />Board of Commissioners and the Sherburne County Board of Commissioners. <br /> <br />Adopted this 18th day of <br /> <br />March <br /> <br />, 1985. <br /> <br />.
