______________________________________________________________________________ <br /> <br />Page 1 of 1 <br /> <br /> <br /> <br /> <br /> <br />UTILITIES COMMISSION MEETING <br /> <br />TO: <br />ERMU Commission <br />FROM: <br />Chris Kerzman – Engineering Manager <br />MEETING DATE: <br />August 10, 2021 <br />AGENDA ITEM NUMBER: <br />5.4 <br />SUBJECT: <br />Field Services Facility Expansion Project – Award and Assign Construction Contract <br />ACTION REQUESTED: <br />Adopt resolution 21-15, Awarding and Approving the Assignment of Construction Contract to <br />RJM Construction. <br /> <br />BACKGROUND: <br />The original contractor for the steel supply defaulted on their contract, so RJM is working <br />directly with the original joist supplier for the roof joists and decking. The structural steel for <br />area A, which includes the office and lunchroom portion of the building, was awarded at the <br />July commission meeting. Area B, which includes structural steel for the garage, inventory <br />maintenance, and wash bays, was advertised for bids on July 17. <br /> <br />DISCUSSION: <br />Bids for the Area B structural steel and miscellaneous metals are being opened on August 9 at <br />1:00 PM. RJM will be in attendance to evaluate the bids and to provide a recommendation at <br />the commission meeting. <br /> <br />Staff expects to provide handouts of Resolution 21-15, a bid tabulation, and letter of <br />recommended award at the meeting. <br /> <br />Staff recommends waiting until the September or October commission meeting to discuss any <br />additional contingency costs. We would like to have a better understanding of the earthwork <br />and underground utilities, as well as get further into budgeting for 2022, to make a good <br />decision. <br /> <br />Contractors are making good progress on the construction, with both foundation installation <br />and underground utilities scheduled to start during the week of August 9. There have been a <br />few issues that the earthwork contractor ran into, including an old fuel tank and dump site that <br />are both being analyzed by an environmental contractor. The feeder wire that was hit by an <br />excavator was switched to another feeder quickly and repaired the same day. RJM expects that <br />the next month will focus on foundation installation and underground utilities, with pre-cast <br />walls arriving in mid-September. <br />86
