Request for Action To Item Number Mayor and City Council 3 Agenda Section Meeting Date Prepared by Work Session July 26, 2021 Lori Ziemer, Finance Director Item Description Reviewed by 2022 Budget Cal Portner, City Administrator Reviewed by Action Requested 2022 budget review/discussion Background/Discussion The following estimates were used in preparation of the 2022 preliminary budget:  The budget was developed based on providing the same level of service as in 2021.  The Patrol union has an approved contract for 2022 with a 3% cost of living increase. The Sergeants and 49ers unions will be negotiated for 2022. We are also proposing a 3% cost of living adjustment for non-union employees. The COLA and Step increases for the General Fund are: COLA Step Non-union $153,800 $116,200 Unions $125,500 $108,300 Total $279,300 $224,500  Medical insurance benefit – proposed 5% increase.  Workers comp insurance – the League will be conducting a class rate study for 2022 which means rates for some job classes will increase and some will decrease. LMCIT is suggesting an average premium rate increase in the 10-15% range and it may be higher for certain job classes, driven largely by PTSD claim costs.  Property/liability insurance – premium rates are projected to increase 5-10%.  Fuel costs - $2.75/gal., state fuel contract pricing is determined in December.
