<br />. <br /> <br />ORDINANCE 90 - 24 <br /> <br />AN ORDINANCE AMENDING SECTION 900.24 - PARKING AND <br />LOADING REGULATIONS. SUB 4 - YARDS AND SUB 11(d) <br />LANDSCAPING AND SCREENING <br /> <br />The City Council of the City of Elk River does ordain as <br />follows: <br /> <br />Section 1. That section 900.24(4) of the Elk River City <br />Code of Ordinances titled, "Yards", and section 900.24(11d) of <br />the Elk River Code of Ordinances titled, "Landscaping and <br />Screening" be amended as follows: <br /> <br />4. Yards <br /> <br />a.) In multifamily, commercial, and industrial districts, no <br />parking or loading space shall be located within ten (10) <br />feet of any property lines, except that zero lot lined <br />multifamily dwellings may have parking that abuts the zero <br />lot lined property boundaries. Further, non-single family <br />residential uses located in single family residential or <br />agricultural conservation districts shall also be subject <br />to these requirements. <br /> <br />. <br /> <br />b.) In a C-3 Highway Commercial District, 1-1 Light Industrial <br />District, and 1-2 Medium Industrial District, no parking <br />or loading space shall be located within thirty (30) feet <br />of any property line that abuts any residential or <br />agricultural conservation district unless separated by <br />right-of-way. <br /> <br />d. Landscaping and Screeninq - All loading berths shall <br />be screened from view from the property across the street <br />frontage and/or from the zoning district boundary when the <br />adjacent property or property across the street frontage <br />or side street frontage is zoned or used for residential <br />purposes. Said screening shall be accomplished by a solid <br />wall not less than six (6) feet in height and shall be so <br />designed as to be architecturally harmonious with the <br />principal structure. Screen plantings may be substituted <br />for the prescribed wall; however, such plantings must be <br />of such type as to permit a minimum of eighty (80%) <br />opacity during all months of the year. <br /> <br />11. <br /> <br />. <br /> <br />Trash receptacle in multifamily, commercial and industrial <br />zoned districts must be screened on all sides. Such <br />screening shall be a minimum of four (4) feet high but <br />must be higher than the trash receptacle. Screening must <br />be a design that is compatible with the structure it <br />serves and be of sufficient size to accommodate <br />recyclable. <br />
