F5.3 <br />Patron Services Supmr Repoft <br />To: Elk River Library Board <br />CC: Robbie Schake, LSC <br />From: Ryan McCormick, Patron Services Supervisor <br />Date: July 27th, 2021 <br />2022-2025 Strategic Plan <br />We have been working on our 2022-2025 Strategic Plan framework. It will go before the Board of <br />Trustees for approval at their meeting this month. We will then begin identifying strategies, key <br />performance indicators, and key results for each objective. The plan will have the same four main <br />Strategic Priorities as the previous plan: Literacy, Access, Library Awareness, and Operational <br />Excellence. <br />2022 Budget <br />July is also the month that the 2022 budget is scheduled for approval by the board. The intent is to <br />reflect a zero dollar increase over 2021 for as many counties as possible through the use of surplus and <br />reserves funds. If passed, we will then begin working on next steps for two new endeavors: <br />Eliminating fines for all patrons at GRRL. The goal is to improve patron access, and eliminate barriers to <br />using the library. Additionally, there has been a decline in fines revenue over the past five years, <br />making it an unreliable revenue source. We would still collect fees and charges related to lost item <br />costs, as well as assess collection, revenue recapture, and library service fees. We eliminated fines on <br />Juvenile and Young Adult items in 2019, and feedback has been positive. <br />Earlier this year, a Board member suggested adding library hours across the region to encourage <br />increased usage. Funding for this proposal was not specifically added, as the preliminary GRRL 2022 <br />Budget may be able to absorb the costs. It is possible hours may not be added at all locations as well. <br />Finally, GRRL will also receive funds from the American Rescue Plan Act to respond to community and <br />economic needs due to the pandemic. We are looking at possible technology upgrades, building an <br />assessment model, and partnering to offer career and workforce development programs. The <br />application is due to State Library Services by mid -July, and the funds will need to be spent by Sept. 30, <br />2022. <br />\'%GWgAMM"M0MRARY <br />
