Background/Discussion Resolution 20-100, 2021 Compensation Plan for Non-Organized Employees, was adopted by the City Council on December 21, 2020, and amended by the City Council on February 1, 2021. The current amendment includes a language change to item #6 allow paying Fire Academy instructor pay rates to paid on-call firefighters who teach a class to other Elk River firefighters in which the firefighters would become certified. This language change should be retroactive July 1, 2021. Also included in the amendment is the addition of item #24 which will require police captains to make payroll deductions to the Minnesota State Retirement System’s Health Care Savings Plan (HCSP). This is the first non- union group adding this requirement. MN Statute 352.98 requires this to be written in contract or policy. Financial Impact Chief Dickinson feels there will be minimal cost to this amendment. He anticipates 15 to 20 hours of instructor pay which would cost no more $600. This should be able to be absorbed in the 2021 budget. For the Captain HCSP amendment, the contribution is deducted from employee’s paycheck so there is no cost to the city.
