<br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 10.1 <br />Agenda Section Meeting Date Prepared by <br />Work Session June 7, 2021 Cal Portner, City Administrator <br />Item Description Reviewed by <br />Rolling Hills Sewer Improvement Assessment Justin Femrite P.E., Public Works Director <br />Direction <br />Reviewed by <br /> <br /> <br />Action Requested <br />Discuss and provide direction. <br /> <br />Background/Discussion <br />The Rolling Hills Homeowners Association (HOA) is in the process of determining the type of improvement <br />they will pursue for their failing sewer system. <br /> <br />One of the options is to connect to the municipal sewer collection system. The estimated cost for this option is in <br />excess of $93,000. Due to the high cost of the connection, the HOA is asking the Council to consider financing <br />the project through a Chapter 429 Special Assessment but carried over a longer term of 25-30 years. <br /> <br />Our current petition policy allows for 10-year assessments but has been extended to 15-years for other projects. <br />Staff is comfortable supporting the request. Ultimately the project, if it moves forward, would be financed <br />through our Trunk Utility Fund with assessment revenues replenishing this fund as they are received. <br /> <br />If the Council is willing to extend the repayment period by consensus and the HOA engages in the next steps <br />toward project development, (includes an approved vote of their HOA, agreement, and escrow to the city for <br />design costs) the repayment term would be reflected during the final assessment documentation and hearing. <br /> <br />Financial Impact <br />N/A <br /> <br />Mission/Policy/Goal <br />Elk River Mission <br /> <br />Attachments <br /> None <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br /> <br />service, and community engagement that encourages and inspires prosperity. <br /> Updated: August 2020 <br />
