Request for Action <br />To <br />Item Number <br />Mayor and Ci T Council <br />4.3 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Consent <br />May 17, 2021 <br />Zack Carlton, Planning Manager <br />Item Description <br />Reviewed by <br />Utility and Roadway Extension Agreement with <br />Cal Portner, City Administrator <br />Cargill <br />Reviewed by <br />Action Requested <br />Approve, by motion, an agreement between the City of Elk River and Cargill outlining the process for extension <br />of 1681h Circle and the associated utilities. <br />Approve, by motion, Hakanson Anderson proposal to complete the engineering, surveying, and design services. <br />Background/Discussion <br />Staff has been working with Cargill to negotiate a donation of land in exchange for the extension of 1681h Circle <br />and the associated utilities down to 1651h Avenue. The attached agreement outlines this process and will provide <br />the city with approximately 30 acres of developable Business Park land for future development. The final number <br />and size of the buildable lots will be determined during the platting and design process. <br />The city will install the roadway and utility extensions using multiple city funds and recoup those costs through the <br />sale of the industrial land. The development costs are estimated at $2.75 million. <br />Staff solicited bids for preparation of the required surveying, engineering, and design services. After reviewing the <br />proposals, staff recommends Hakanson Anderson. The initial design services are approximately $47,400 and the <br />construction services are estimated at $71,300. Engineering and surveying will begin later this week and are <br />expected to take two to three months. This will include Council approval of the preliminary and final plat. <br />Financial Impact <br />A combination of city funds will be used to pay for this project. These include the city's development fund, street <br />reserve fund, and trunk utility fund.
