______________________________________________________________________________ <br /> <br />Page 1 of 1 <br /> <br /> <br /> <br /> <br /> <br />UTILITIES COMMISSION MEETING <br /> <br />TO: <br />ERMU Commission <br />FROM: <br />Tom Sagstetter – Conservation & Key Accounts Manager <br />MEETING DATE: <br />May 11, 2021 <br />AGENDA ITEM NUMBER: <br />2.6 <br />SUBJECT: <br />Transmission Transformed Service Rate <br />ACTION REQUESTED: <br />Adopt Revised Transmission Transformed Service Rate. <br /> <br />BACKGROUND: <br />At the April 13 Commission meeting the Transmission Transformed Service Rate (TTSR) was <br />adopted. As a result of the proposed amendment to the Payment in Lieu of Taxes and Other <br />Donations to the City of Elk River Policy, there was a great deal of discussion of how to handle <br />the additional fees (franchise and stormwater) that ERMU collects on behalf of the City. <br /> <br />DISCUSSION: <br />The way the TTSR is currently written, ERMU is responsible for reimbursing the City for <br />additional fees, such as franchise and storm water, rather than billing the customer directly, <br />(effectively paying for it out of ERMU revenues.) These fees are billed as separate line items and <br />are hard coded into the customer account billing process and have separate accounting <br />processes to allow for the payment to the City. <br /> <br />Staff is recommending that the TTSR customer be billed and pay the additional fees versus <br />being paid directly by ERMU to the City. The proposed change to the TTSR will streamline the <br />billing process for customers on this rate and provide consistent treatment for all rate <br />schedules. <br /> <br />ATTACHMENTS: <br />• Revised - Transmission Transformed Service Rate <br /> <br />93
