Award, by motion, the contract of Youth Athletic Complex (YAC) Toilet Building to Minnesota Wisconsin <br />Playground for amount of $326,918. <br />2. Award or reject, by motion, the contract of the Youth Athletic Complex Concessions Building Renovation <br />and Site Work to Ebert Construction for the amount of $295,020. <br />Background/Discussion <br />As part of the Active Elk River project, the athletic lighting and playground were completed in 2020. Remaining <br />funds will be used for the renovation of the concessions building, restroom building and a septic system. <br />The original plans were for a septic tank to replace the current one, but after plans moved forward it was found <br />the city is required to install a septic system as per building code requirements. The septic system will be coming <br />forward to City Council later. Soil borings, which could not be completed when the ground was frozen, are <br />required for this project. <br />The complete renovation of the existing YAC Concessions Building is required to meet MN Department of <br />Health requirements and regulations for food and beverage sales. To meet these requirements, the facility must <br />have hand washing and ware washing equipment, all food -grade finishes and counters, ventilation, and lighting <br />levels. To provide these new systems, the existing building will require a domestic water supply from an existing <br />tested well, a new septic system and new electrical service connection. <br />Six bids were received for the YAC Concessions Building and the lowest bid of $268,200 from Ebert Construction <br />was $100,000 more than the engineers estimate of $165,000. Staff discussed rebidding this project or breaking it <br />down into various components. As stated in the attached letter from SRF this bid opening indicates rising and <br />volatile material costs, and it is unlikely lower bid numbers would be received if this project was rebid. It is <br />recommended to proceed with this project to meet MN Department of Health requirements. <br />The toilet building for the YAC project is similarly designed and bid as a pre-engineered structure, like the Orono <br />toilet/shelter building, saving the city money over traditional field construction through a general contractor. <br />Unlike the Orono project which could begin this May, this project is slated to begin in early August after the <br />summer baseball season is completed. <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br />service, and community engagement that encourages and inspires pi ospei ly. <br />M <br />TUREJ <br />Updated.• August 2020 <br />
