<br />. <br /> <br />RESOLUTION 85-77 <br /> <br />RESOLUTION REQUESTING A PERMANENT FOUR-WAY <br />STOP BE INSTALLED AT THE INTERSECTION OF <br />SCHOOL STREET AND" PROCTOR AVENUE <br /> <br />WHEREAS, <br /> <br />a four-way stop sign was installed by Sherburne County <br />at the intersection of Proctor and School Street during <br />the construction of the US Highway 19 Construction <br />project; and, <br /> <br />WHEREAS, <br /> <br />during the six month period in which the four-way stop <br />was in place at the intersection, the safety at the <br />intersection was improved for both pedestrian and <br />vehicular traffic; and, <br /> <br />WHEREAS, <br /> <br />several observations have been noted during the period <br />when the four-way stop was in effect, and they include <br />the following: <br /> <br />1. <br /> <br />The safety of the intersection <br />particularly for school children <br />street. <br /> <br />was improved <br />crossing the <br /> <br />2. <br /> <br />Congestion at the intersection of School <br />Proctor created by vehicles turning left <br />Proctor onto School Street was reduced by the <br />way stop. <br /> <br />3. The speed of traffic traveling north on Proctor <br />Avenue from Highway 19, and passing by Vandenberg <br />Jr. High SchOOl, was reduced by the four-way stop. <br /> <br />and <br />from <br />four- <br /> <br />. <br /> <br />4. Traffic flow for vehicles turning onto Proctor from <br />School Street was improved by the four-way stop. <br /> <br />5. The site distance problems created by the <br />evergreens along School Street and Proctor Avenue, <br />was substantially alleviated by the four-way stop. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Elk River that, for the reasons herein stated, the City Council <br />of the City of Elk River respectfully requests the Sherburne <br />County Board of Commissioners to reinstall the four-way stop at <br />the intersection of School Street and Proctor Avenue. <br /> <br />Passed and adopted <br />December 1985. <br /> <br />by the Elk River City Council this 9th day <br /> <br />~ / g -7(d; <br />c~~~:C::::d~__2C( <br /> <br />Richard Hinkle, Mayor <br /> <br />. <br /> <br />~ <br />,---a~~rJ.~-~------ <br /> <br />Thomas R.
