Request for Action

To Item Number
Mayor and City Council 4.7
Agenda Section Meeting Date Prepared by
Consent February 16, 2021 Tina Allard, City Clerk
Item Description Reviewed by
Liquor License Fee Rebate Cal Portner, City Administrator
Reviewed by

Action Requested
Accept, by motion, forgiveness of fees for April, May, and June.

Background/Discussion
In May, Council reduced certain liquor licensing fees due to state declarations related to the COVID-19 health
pandemic. Council amended city ordinance so that if an establishment is required to cease operations for more
than two months, the amount due for future installments shall be reduced by the number of additional months
operations ceased.

The fourth and final liquor installment is due mid-February for the months of April, May, and June.

Licensees recently reopened at 50% capacity after being closed for indoor dining for an additional two months
over the holidays.

Financial Impact
Revenue loss from the previous fee reductions decreased licensing revenue by $62,417.60. The additional three
months would be a loss of $18,725.28.

Mission/Policy/Goal
One of the Council’s value statements is to nurture resourcefulness to leverage strengths and drive community
prosperity. Council has taken the initiative to relieve liquor licensing fees to help businesses survive during times
on economic hardship due to the COVID-19 pandemic and state government order limiting restaurant operations.

Attachments
N/A

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: August 2020
