<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />; <br /> <br />RESOLUTION 85-3 <br /> <br />A RESOLUTION REQUESTING THE MINNESOTA DEPARTMENT OF TRANSPORTATION TO CONSTRUCT A <br />TRAFFIC SIGNAL LIGHT AT THE INTERSECTION OF U.S. TRUNK HIGHWAY #169 AND SCHDOL STREET <br />IN THE CITY OF ELK RIVER <br /> <br />WHEREAS, the intersection of U.S. Trunk Highway #169 and School Street is located <br />in the City of Elk River and in the past, has been the location of numerous <br />automobile accidents resulting in significant personal injury and property <br />damage; and, <br /> <br />WHEREAS, properties in the immediate vicinity of the intersection of School Street <br />and U.S. Trunk Highway #169 are in the process of active commercial and <br />multi-family development and includes the recent construction of a McDonald's, <br />Prairie House and Kentucky Fried Chicken restaurants, the current construc- <br />tion of a 55,000 square foot shopping facility including a large discount, <br />grocery store, a variety store and approximately 22 retail outlets, the <br />current construction of a Food-n-Fuel, laundromat and car wash, the current <br />construction of a retail office building and the construction in 1985 of 36 <br />units of multiple family housing, a free-standing bank facility and a fast <br />food restaurant; and, <br /> <br />WHEREAS, the current levels of automobile traffic at the intersection of U.S. Trunk <br />Highway #169 and School Street, which does include significant school bus <br />traffic due to the proximity of four Elk River Schools, has increased with <br />the development at the intersection and is anticipated to increase sharply <br />with the additional construction underway and planned for the area adjacent <br />to the intersection in question; and, <br /> <br />WHEREAS, with sharply increased traffic flows through the unregulated intersection of <br />School Street and U.S. Trunk Highway #169, the City Council of Elk River <br />also anticipates a sharp increase in personal injury and property damage acci- <br />dents. <br /> <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Elk River that the <br />intersection of U.S. Trunk Highway #169 and School Street is deemed to be a <br />serious threat to the public health, safety and welfare not only of the resi- <br />dents of the City of Elk River, but the general traveling public without <br />proper traffic signalization; and, <br /> <br />BE IT FURTHER RESOLVED by the Elk River City Council that the Minnesota Department of <br />Transportation is hereby officially requested to take affirmative action to <br />mitigate the hazards present and anticipated at the intersection of School <br />Street and U.S. Trunk Highway #169, through the installation of proper traffic <br />signalization including but not limited to a traffic signal light; and, <br /> <br />BE IT FURTHER RESOLVED by the City Council of the City of Elk River that the City of <br />Elk River assigns a high priority to the installation of the traffic signal <br />
