Special Meeting of the Elk River Parks and <br />Recreation Commission <br />Held at Elk River City Hall <br />Wednesday, December 2, 2020 <br /> <br />Members Present: Chair Williams, Commission members Anderson, Holmgren, Loidolt, <br />Niziolek, Rathbun, and Soltvedt <br /> <br />Council: Council Member Wagner <br /> <br />Staff Present: Parks and Recreation Director Michael Hecker and Recreation <br />Coordinator, Tonya Love <br /> <br />1. Call Meeting to Order <br /> <br />Pursuant to due call and notice thereof, the special meeting of the Elk River Parks and <br />Recreation Commission was called to order at 6:30 p.m. by Chair Williams. <br /> <br /> <br />2. Discuss Orono Park Plans <br /> Mr. Hecker introduced consultant Tim Wold, SRF Consulting, Byron Munoz, HCM <br />Architects, and Tim McIlwain, HCM Architects. <br /> Members reviewed the Orono Park Master Plan and cost estimates. <br /> Tim McIlwain shared building plans. <br /> Tim Wold shared park plans. <br />Commission members discussed the status of shelter #3, looking at if the cost is too high <br />to rebuild then keeping the shelter in place. <br />Commission members also discussed the pond near the skate park and if it can be <br />minimized by changing the shape or installing a pipe. <br />Commissioner Anderson asked who will maintain the high level of landscaping of park. <br />Mr. Hecker stated the current maintenance staff will maintain it and possibly need to <br />simplify it. <br />Councilmember Wagner asked if there will be enough staff to be able to maintain the <br />plantings in the landscaping. <br />Commissioner Anderson shared that the pickleball courts preferred dimension backcourt <br />would be ten feet, 8-foot sides and 14 feet in between, benches facing the courts, and <br />having three gates to access the courts <br />3.
