<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />March 2, 1964 <br /> <br /> <br />The regular meeting of the Elk River Village Council was held at the village hall on Mar 2, 1964 with <br />all members present. The meeting was called to order by Mayor Johnson. The minutes of the last <br />meeting were read and approved. <br /> <br />Mayor Johnson read a petition signed by fifty two persons asking that the council consider <br />installation of signals on the railroad crossing on Proctor Ave. <br /> <br />Rev. McKewin was present. He discussed the matter of the proposed 24 unit apartment building, <br />planned to be built on the old county fair property on the river. It is necessary to look into the <br />matter of roads sewer water, zoning, etc. <br /> <br />Mr. M.L. Lawatch met with the council in regard to Library business and how it might be possible to <br />get more revenue for the library. The clerk was asked to write the League as to whether it would be <br />possible to get some help from Elk River Township. <br /> <br />Richard Gondoll, representing the Chamber of Commerce, was present. The Chamber of <br />Commerce has appointed a Chamber of Commerce citizen committee for future planning, the <br />incumbent Mayor to be a member of that committee. <br /> <br />A motion was made by Meyer and second by Norris that the village council go on record as being in <br />favor of such a committee. <br /> <br />Motion carried all voting in favor. <br /> <br />A motion was made by Meyer and seconded by Bartelt to transfer $1404.45 from the General Fund <br />to the Sewer Fund. This represents taxes on the school property recently sold to John Plaisted. <br /> <br />Lester Derr reported that he is preparing maps showing all the sewer, water, and gas locations in the <br />village. <br /> <br />Neil Larson was present. There was discussion in regard to storm sewer on River property. <br /> <br />The clerk was asked to write the League regarding application blanks for hiring village police and <br />advice about examinations for applicants. <br /> <br />Motion by Norris and second by Bartelt that the council plan to hire an extra man for full time on <br />the village police force. <br /> <br />The following bills were approved and ordered paid: <br />Doebler’s Pure Oil – gas, oil 58.55 <br />Andy’s Electric – labor and material 188.69 <br />Bank of Elk River – insurance 1065.01 <br />Heklyn Sales – repairs 12.50 <br /> <br />
