<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />July 1, 1963 <br /> <br />The regular meeting of the village council was held at the Village Hall on July 1, 1963. All members <br />were present. The minutes of the last meeting were read and approved. <br /> <br />Mr. M.F. LaWatch, representing the Library Board, was present. He says that there are about 600 <br />persons borrowing books from the library and about 300 of them live outside of the village. He <br />asked the council’s opinion about making a charge for library cards for those outside the village. It <br />costs the village a considerable sum to keep up the library. It was suggested that a charge of $2.00 be <br />made for non-residents. The council agreed to do whatever is satisfactory with the State Library <br />Board. <br /> <br />John Bailey was present representing the Concrete Products Company. He asked if something can <br />be done to avoid another suit like the one recently, against the Municipal Liquor Store. A successful <br />suit of this kind could ruin a large business. Manager Balow was also present. The council will do <br />everything possible to avoid another suit of this kind. <br /> <br />Hugo Stuefen and Lawrence Westhalter were present. Engineer Mills was also present and there was <br />discussion regarding sewer to property of Steufen and Westholter. Mr. Mills stated that there were <br />two ways possible to get the sewer to these persons. One way would cost about $3685.00 and the <br />other way would cost about $2395.00. As long as there would not be enough property holders for <br />the project Mr. Steufen and Mr. Westholter decided the cost would be too high. <br /> <br />A salesman met with the council. He sells a rod or device used to detect speed of cars going through <br />the village. The clerk was asked to write the clerk at Delano and ask how they like the one they have. <br /> <br />Lawrence Nordwell was present regarding a bill for trees for the Park. The Council felt that the price <br />was too high compared to the price of trees last year. A price of $150.00 was agreed upon. <br /> <br />Kendall Houlton was present. There was discussion regarding a storm sewer that may be built to <br />take care of water from the north part of town which would go under the railway and Highway No. <br />10 to the river. <br /> <br />A motion was made be Larson and seconded by Meyer to authorize Engineer Mills to check with <br />the railway and Highway Department and report at the next meeting on the entire storm sewer <br />project. Motion carried. <br /> <br />The Council agreed to have some cleaning done at the liquor store and painting on the front of the <br />village hall. <br /> <br />The clerk was asked to write the highway dept. asking for a sign on the pavement approaching <br />Jackson Ave. “Signals Ahead”. <br /> <br />The following bills were approved and ordered paid: <br />O.C. Cederberg – pump 50.00 <br />Mitchel Lake Co – labor and material 24.46 <br /> <br />
