<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />February 5, 1962 <br /> <br />The regular meeting of the Elk River Village Council was held at the Village Hall on Feb 5, 1962. All <br />members were present. The meeting was called to order by Mayor Johnson. The minutes of the last <br />meeting were read and approved. <br /> <br />Mr. Stanley Guth representing the Fullerton Lumber Co showed a tentative plat of a development <br />across the street south of the Lincoln School. They would like to have sewer and water for at least <br />part of the lots. <br /> <br />Al Balow, manager of the Municipal Liquor Store was present. He feels that he should have a raise <br />in salary. A motion was made by Larson and seconded by Briggs to make Balow’s salary $465.00 for <br />four weeks. Carried. <br /> <br />Walter Johnson representing the Chamber of Commerce was present. The Planning Committee is <br />making plans to cooperate with the village council in locating industrial sites. Mayor Johnson will <br />appoint a committee outside of the council. <br /> <br />Mr. Rydel who has charge of the village dump asks that some other arrangements be made about <br />fees. <br /> <br />A motion was made by Meyer and seconded by Larson to make garbage collection compulsory, the <br />charge to be $1.25 per month for three summer months and $1.00 per month for the other nine <br />months. Motion carried. <br /> <br />The clerk will write the League for a sample ordinance for garbage collection. Larson and Kemper <br />were appointed as a committee to look over the sample ordinance. <br /> <br />The clerk was instructed to write Wesley Kluge that the village will give him no more help in the way <br />of fuel, groceries or anything else. He will have to come to some terms with the county welfare <br />department. <br /> <br />Oliver Micheau presented his monthly report which was checked by the council. <br /> <br />A motion was made by Briggs and seconded by Kemper to raise the salary of the Chief of Police to <br />$365.00 per month. Motion carried. <br /> <br />Upon motion by Meyer and second by Kemper the salary of the Village Clerk was raised to $150.00 <br />per month. The clerk was given extra work of keeping books for the Liquor Store as the former <br />auditor no longer is employed. <br /> <br />Lester Derr’s salary was set at $455.00 per month and the village Treasurer salary at 40.00 per <br />month. <br /> <br />Shorty Christian filed an application for on and off beer license for the main street tap. Motion by <br />Briggs and second by Kemper to issue the license. Motion carried all voting in favor. <br /> <br />
