<br /> <br />REGULAR MEETING VILLAGE OF ELK RIVER COUNCIL MEETING <br />April 1, 1946 <br /> <br /> <br />Regular meeting of the Elk River Village Council was held at the municipal building on April 1, 1946 <br />with all members present. The meeting was called to order by Mayor Davidson. <br /> <br />The minutes of the last meeting were read and approved. <br /> <br />A motion was made by Leger and seconded Skellenger that the Lee Jay Motor Co. by permitted to <br />make temporary use of the Village building on the fair grounds for storage. The motion carried. <br /> <br />Shorty Christian was present at the meeting and there were some discussion regarding the <br />pasteurizing action of milk for the Village and the selling of raw milk by certain persons. The matter <br />was held over for investigation. <br /> <br />A motion was made by Skellenger and seconded by Leger that Oscar Odegard be granted a building <br />permit. Motion carried. <br /> <br />On account of several requests a motion was made by Leger and seconded by Skellenger that street <br />lights be placed where needed in the east part of town. Motion carried. <br /> <br />The matter of funding the sewer was brought up and for the reason that the bids opened on Mar. 14 <br />were two high the Council decided to reject all bids. <br /> <br />Elmer Leger proposed the following. <br /> <br />Resolution: <br />Whereas the Village Council of the Village of Elk River, Minnesota finds that the completion of the <br />Village sewer system which was partially completed as a WPA project before being suspended by <br />reason of the outbreak of the war, is urgently needed to protect the public health. <br /> <br />And whereas the bids received at the letting of March 14, 1946 are so excessive as to be beyond the <br />means of the Village. <br /> <br />And whereas, the Village Council is advised and finds that said sewer system can be completed with <br />rented equipment and hired labor at a saving of at least $20,000 to the Village. <br /> <br />It is hereby resolved that the Village complete the sewer system with rented equipment and hired <br />labor and the Mayor and Village Clerk are hereby authorized to make such arrangements and <br />execute such agreements in behalf of the Village as may be necessary and expedient to complete said <br />sewer system as soon as possible. <br /> <br />It is further resolved that the sum of $80,000 be appropriated out of unexpended funds in the <br />Village Treasury for the purpose of completing the sewer system. <br /> <br /> <br />
