<br /> <br />REGULAR MEETING VILLAGE OF ELK RIVER COUNCIL MEETING <br />November 5, 1945 <br /> <br /> <br />Regular meeting of the Elk River Village Council was held at the municipal building on November <br />5, 1945 with all members present. <br /> <br />The meeting was called to order by Mayor Davidson. <br /> <br />Minutes of the last meeting were read and approved. <br /> <br />Walter Johnson and Elroy Cornelius met with Council regarding a dance license. Nothing was done <br />about it at this meeting. <br /> <br />Fred Otto and Ward Halslo were present at the meeting and there was some discussion regarding <br />the local electric light and power business. It was decided to use the name “Elk River Public <br />Utilities.” <br /> <br />Motion by Skellenger and seconded by Leger that Faltz, King and Day be authorized to make <br />preliminary plans for diesel engines and necessary building for the local power and light business. <br />Motion Carried. <br /> <br />Upon motion by Trustee Skellenger and seconded by Leger by it resolved that Messer, Ernst and <br />Ernst, First National Soo Line Building, Minneapolis 2, Minn., Certified Public Accountants, be and <br />hereby are appointed to make a survey of the Village books including those of the liquor store, <br />water, power and light and general operations and set up any new books that are deemed necessary <br />in order to maintain a minimum accounting standard. <br /> <br />Be it resolved that said Messer, Ernst and Ernst be appointed to make an annual audit each year <br />until otherwise voted, of all Village books and to prepare the annual financial statements on the <br />simplified basis. The charges for all of this work to be at ratees in accordance with those set forth in <br />their letter of Sept. 12. The Village Clerk is directed to mail a copy of this resolution to Messer, <br />Ernst and Ernst, First National Soo Line Building, Minneapolis 2, Minn. <br /> <br />The Village Clerk was instructed to notify Tony Byson Jr. and John Swanson that they are not to be <br />served any liquor at the Municipal Liquor Store from now on. <br /> <br />The following bills were allowed and ordered paid: <br /> <br />Willard Martin – School Patrol $15.00 <br />Charles M. Nelson – Salary and Car $182.50 <br />H.A. Briggs – Oct. Salary $25.00 <br />John Bither – Flag Committee $5.00 <br />Rupert Zimmer – Street Work $61.50 <br />Bernard Zimmer – Street Work $14.00 <br />N.W. Bell Telephone Co. – Oct. $17.80 <br />E.R. Power and Light – Oct. Lights $199.30 <br /> <br />
