<br /> <br />SPECIAL MEETING VILLAGE OF ELK RIVER COUNCIL MEETING <br />July 30, 1945 <br /> <br /> <br />A special meeting of the Elk River Village Council was held at the municipal building on July 30, <br />1945 with all members present. <br /> <br />The Council conferred with Mr. Duvall of Faltz, Kind and Day, Consulting Engineers for the <br />Village, on the completion of the sewer system and it was the consensus of opinion that the Village <br />should proceed to call for bids for the completion of the laying of the mains and make a W.P.B. <br />application on the treatment plant and Trustee Skellenger offered the following resolution and <br />moved its adoption: <br /> <br />Resolution <br />A Resolution pertaining to sewers in the Village of Elk River. <br /> <br />Whereas, this Village was presented by war from completing the sewer system for the Village and <br />was unable to complete the same under W.P.A. and <br /> <br />Whereas, it is necessary for the public health and welfare to proceed with the construction of said <br />sewer mains as soon as feasible and with the treatment plant when and as approved can be obtained <br />from the W.P.B. <br /> <br />Now therefore, Be it Resolved by the Village Council of the Village of Elk River, Minnesota, as <br />follows; <br /> <br />th <br />1. That this Council will meet on the 24 day of August, 1945 at the Village Hall in the Village <br />of Elk River, Minnesota, at 2:00 o’clock P.M. Central Standard Time (3:00 o’clock P.M. <br />Central War Time) to receive and consider bids for the laying of said sewer mains in <br />accordance with the plans and specifications heretofore prepared for such work by Faltz, <br />King and Day, Consulting Engineers. All bids to be sealed and accompanied by a cash <br />deposit, certified check or bidders bond in the amount of 15% of the amount of such bid, <br />the Council reserving the right to reject any or all bids and to waive informalities. <br />2. That the Clerk be and be hereby is authorized and directed to cause advertisement for such <br />bis to be made by publication not less than once in each week for two successive weeks in <br />the official newspaper and in the improvement bulletin, a legal trade journal published in the <br />City of Minneapolis, Minnesota. <br />3. That this Council hereby determine to proceed to call for bids for the construction of the <br />treatment plant as soon as the necessary approvals can be obtained and Faltz, King and Day, <br />Consulting Engineers are hereby authorized and directed to prepare the necessary <br />application for submission to the W.P.B. and the president is hereby authorized and directed <br />to sign said application when so prepared on behalf of the village and all other officials are <br />authorized and directed to sign any papers and to furnish any other or further information <br />which may be required in connection therewith. <br />Adopted by the Village Council July 30, 1945 <br /> <br />Attest <br /> <br />
