<br /> <br />VILLAGE OF ELK RIVER COUNCIL SPECIAL MEETING <br />December 13, 1943 <br /> <br />The special meeting of the Elk River Village Council was held in the Municipal building on <br />December 13, 1943 <br /> <br />Members present Art Bailey, acting president, Shaddick, Leger, and Briggs. <br /> <br />Attorney Moody and R.W. Richardson met with the council. The franchise with the Elk River <br />Power and Light Co. was looked up and it was found that the franchise does not provide for <br />termination at any five-year period as was understood by the council. There was considerable <br />discussion about the electric light matter by those present which included the civic affairs committee <br />of the Commercial Club, R.K. Wilson, Chairman, and other Elk River citizens. <br /> <br />The following motion was made by Leger and seconded by Briggs: <br /> <br />That the Council desires an expression from the people of Elk River on the question of authorizing <br />the village to acquire a light plant, particularly with reference to a distribution system, giving the <br />council authority to issue bonds up to $60,000.00 to $70,000.00 to buy the present system if a fair <br />price can be obtained and to furnish money for a post war project by improvements to the system, a <br />white way and possible acquisition of the dam and flowage rights. <br /> <br />On motion meeting adjourned. <br /> <br />H.A.
