<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />August 6, 1956 <br /> <br />The regular meeting of the Elk River Village Council was called to order by Mayor Schwartz on <br />August 6, 1956. Members present, Mayor Schwartz and Trustee Dow, Meyer and Briggs. <br /> <br />The minutes of the last meeting were read and approved. <br /> <br />A delegation consisting of Mrs. Lillian Specht, Ermil Hoffman, Philipp Miller, William Anderson, H. <br />Zaenek and Frank Nickerson were present. They objected to the odor from the mink farm near <br />them, owned by Herschel Putnam. The Committee understood that a permit was to be requested for <br />a building on the farm which would increase the size of the farm and they objected to a permit being <br />issued. <br /> <br />A motion was made by Meyer and seconded by Dow that in case of an application for a building <br />permit by Mr. Putnam for any purpose connected with the mink farm the application shall be <br />rejected. Motion carried. <br /> <br />A motion was made by Meyer and seconded by Dow to Authorize Fire Chief, Harry Dreissig to buy <br />200 feet of 1 ½” fire hose. Carried. <br /> <br />Pat Donahue presented a request for a building permit for a building across the street east of Elmers <br />poultry store. The matter was tabled until next meeting. <br /> <br />Village Attorney, McGibbon reported that the Village could legally allow the Village dump to be <br />used for a rifle range provided reasonable precaution is used. Insurance for a project of this kind <br />would have to be covered by a special insurance policy. <br /> <br />Engineer Friedlund was present and showed preliminary plans for the second story on the Municipal <br />Building. Some changes were suggested and a special meeting was called for August 20 at 7:00 P.M. <br />for further consideration of the plans. <br /> <br />Manager of the Liquor Store, Al Balow attended the meeting. He reported that the ice machine is <br />not working properly. Mr. Balow will investigate further, also the condition of the door of the beer <br />chute in the walk. <br /> <br />Stanley Wheaton reported that there has been a reduction of 25% on Village insurance on building <br />and contents. This can be taken on any anniversary of date of policy. <br /> <br />The following bills were approved and ordered paid: <br /> <br />August Leider – Labor $174.94 <br />Harry Johnson – Labor $36.00 <br />Harry Johnson – Life Guard $82.50 <br />John Ostby – Labor $31.00 <br />John Ostby – Labor $20.00 <br />C.C. Combs – Painting Flag Pole $22.50 <br />Edward C. Schwartz – Board of Review $12.00 <br />H.A. Briggs – Board of Review $12.00 <br /> <br />
