<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />November 1, 1954 <br /> <br />A regular meeting was held at the Municipal Building on Nov 1, 1954. <br /> <br />Members present: <br /> Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A. <br />Briggs, Clerk <br /> <br />The meeting was called to order by Mayor Schwartz. The minutes of the last meeting were read and <br />approved. <br /> <br />A motion was made by Meyer and seconded by Briggs to renew on and off beer license of Sherman <br />Sachs for one year. Motion carried. <br /> <br />The following building permits were approved: <br /> <br />First Nat’l Bank, Tom Wilson, F.J. Mack, Al Delhausen and A.G. Madsen (for Catholic Church) <br /> <br />Rent of the liquor store building was discussed. Rental of $122.50 per month including fuel was <br />decided upon. <br /> <br />There was a discussion regarding the purchase of chloride for the streets. It was decided to purchase <br />it locally. <br /> <br />Doctor McNair and Albert Bailey representing the Commercial Club were present and brought up <br />the matter of fluoridation of water again. They stated that the initial cost would be about $900.00 <br />and that maintenance would be small. <br /> <br />A motion was made by Bailey and seconded by Meyer that a resolution be drawn to install <br />fluoridation of village water. Mayor Schwartz called for a roll call vote on the question. Vote was: <br />Meyer – yes <br />Bailey – yes <br />Dow – yes <br />Briggs – no <br />Motion carried. <br /> <br />Motion by Bailey and seconded by Dow to make the minimum water rate $1.50 instead of $1.00 as <br />heretofore. Again there was a roll call vote. Meyer – yes, Bailey – yes, Dow – yes, Briggs – yes. <br />Motion carried. <br /> <br />Stanley Wheaton was present and the village insurance was discussed. He stated that some items <br />were under insured and some over insured. <br /> <br />A motion was made by Bailey and seconded by Dow to have Stanley Wheaton write a binder policy <br />on fire and coverage insurance as developed by engineers report. Motion carried. <br /> <br /> <br />
