<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />February 1, 1954 <br /> <br />A regular meeting was held at the Municipal Building on Feb 1, 1954. <br /> <br />Members present: <br /> Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A. <br />Briggs, Clerk <br /> <br />The meeting was called to order by Mayor Schwartz. The minutes of the last meeting were read and <br />approved. <br /> <br />D.W. Dwyer and Archie Larson, representing the Commercial Club met with the Council. They <br />asked for a Committee from the Council to work with the Commercial Club in zoning the village <br />into residential and business districts. After some discussion a motion was made by Dan and <br />seconded by Meyer to ask the Commercial Club to make a survey and report back to the Council at <br />a later date. Motion carried. <br /> <br />At this meeting the Village Council acted as a Board of Audit and approved the annual reports of <br />the clerk and treasurer for the year 1953. <br /> <br />A motion was made by Dan and seconded by Briggs to have attorney McGibbon prepare a police <br />ticket for the police department and present to the council for approval. <br /> <br />Mr. A.E. Balow, new manager of the municipal Liquor Store was present and there was considerable <br />discussion regarding the affairs of the Liquor Store. <br /> <br />A motion was made Meyer and seconded by Bailey to engage Mr. Balow as manager of the Liquor <br />Store at a salary of $400.00 per month with two weeks vacation with pay after the first year. Also <br />that Bartenders have one week paid vacation after the first year and two weeks vacation after the <br />second year. Motion carried. <br /> <br />The clerk was asked to write the Liquor Control Commissioner for a buyers card for the new <br />manager. <br /> <br />The following bills were allowed and ordered paid: <br />Edward C Schwartz – phone bills 3.25 <br />Rosenwald Cooper Inc. – signs 8.58 <br />Star News – printing 43.65 <br />Elk River Mch Shop – repairing 3.35 <br />Hettrick Bros – gas and oil 48.05 <br />Miller-Davis Co – clerk blanks 4.32 <br />Rooter and Johnson – excavating 106.00 <br />Rooter and Johnson – work at dump 180.50 <br />Fire Department – fires 72.00 <br />Sherburne County – weed notices 3.29 <br />Walter S Booth – manual supplement 1.34 <br /> <br />
