<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION 90-8 <br /> <br />A RESOLUTION OF THE CITY OF ELK RIVER <br /> <br />A RESOLUTION OF INTENT TO STUDY ORGANIZED COLLECTION <br /> <br />WHEREAS, the Elk River Citizens Solid Waste Task Force <br />created by the Elk River City Council has submitted <br />recommendations to the City concerning improvements <br />to the City of Elk River's waste management system, <br />including the possibility of organized collection of <br />mixed soled waste, mandatory collection of mixed <br />waste, volume based pricing, mandatory recycling, <br />separate yard waste collection; and <br /> <br />WHEREAS, the City Council held a public meeting on February <br />26, 1990, as required under the Minnesota Waste <br />Management Act, as amended (Minn. Stat. 115A.94), on <br />the issue of whether the City should consider <br />implementation of organized collection as a part of <br />its integrated solid waste management system; and <br /> <br />WHEREAS, organized collection, as defined in Minn. Stat. <br />115A.94, subd. 1, means a system for collecting solid <br />waste in which a specified collector, or member of an <br />organization of collectors, is authorized to collect <br />from a defined geographic service area or areas some <br />or all of the solid waste that is released by <br />generators for collection; and <br /> <br />WHEREAS, organized collection may be beneficial to the City <br />of Elk River. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council hereby <br />intends to study methods of improving solid waste <br />collection in the City of Elk River, including but <br />not limited to, the benefits and the detriments of <br />organized refuse collection for single-family to <br />four-plex dwellings as the basis for an integrated <br />solid waste management system; and <br /> <br />BE IT FURTHER RESOLVED, that the general sequence of events <br />should be followed: <br /> <br />1. Begin the required minimum 90 day planning period <br />by identifying the system options to be <br />considered; further, the City will analyze at <br />least the following collection system plans or <br />proposal: <br /> <br />a. Maintaining the status quo. <br />
