They
have been revised several times to stay with the original budget of $2.5 million. The budget was based on
architectural estimates from two years ago which did not include earthwork, utilities, parking lots, trails,
lighting, shade structures, site furnishings and equipment. We are fortunate that the parking lots will be
paid for from a separate fund.

The park amenities recommended by the Commission as part of Active Elk River include a skate park,
basketball court, splash pad, restrooms and park pavilion, accessible beach area, open recreation lawn
(needed for stormwater) and pickleball courts. Our legal counsel drafted the referendum language loosely
so as to not bind elected and appointed officials to any project with the expectation of inflationary and
other added contingency costs.

A few options to consider when keeping within budget could include the following:
 Eliminate certain park amenities from this project and postpone to a later date if other funding
becomes available
 Fund trails from a separate fund
 Eliminate or reduce park lighting
 Utilize Park Dedication or Park Improvement Funds

The Commission may want to prioritize the Orono Park amenities.

Financial Impact
The total cost estimate for the park amenities recommended by the Commission for Orono Park is $2.5
million.

Attachments
 Orono Park Master Plan
 Orono Park Plans and Cost Estimates
 Orono Park Plans Revised
