They may also demolish blighted buildings. They can
also utilize redevelopment powers for properties located within a Redevelopment Project Area such as the
HRA Rehab Loan program area.
The HRA does not have to create a formal policy to undertake acquisition and demolition of a particular
structure;however,if the goal is to buy blighted buildings, demolish them and the sell the land on a regular
basis, then it might be a good idea to establish a policy. If doing so,it would be important to incorporate the
Uniform Relocation Act which could account for relocation costs if there are tenants on the property.
The difference between the HRA Residential Blighted Properties program is the HRA would be the entity
purchasing properties and conducting the demolition. The city of Crystal established a policy to purchase and
demo properties;however, they utilize this program often because their housing stock is older, and the city has
a lot of infill development.
Financial Impact
N/A
Mission/Policy/Goal
HRA's have the authority to buy and sell land with blighted buildings as part of their redevelopment powers
found in Minnesota Statutes, Section 469.001 through 469.047.
Attachments
■ HRA Redevelopment Project Area
■ City of Crystal Policy
The Elk River Vision
A Yelcoming community nvith revolutionary and spirited resourcefulness, exceptional P U W E H E o s r
service, and community engagement that encourages and inspires prosperity ,g /` UR
