VILLAGE OF ELK RIVER COUNCIL MEETING October 6, 1952 A regular meeting was held at the Municipal Building on Oct 6, 1952. Members present: E.A. Parent, Mayor; Harry Dow, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs, Clerk The minutes of the last meeting were read and approved. A delegation from the Commercial Club with Milton Dyer as spokesman was present. They wanted to learn what the council reaction would be to the proposition of buying the lake property at the site of the boat races. The council agreed to give the matter consideration. A motion was made by Bailey and seconded by Ryding to buy a reconditioned typewriter for the library for $83.00 and the old one. Motion carried. The following levy was made for 1953. General Fund $10,000.00 Poor Fund 500.00 Road and Bridge Fund 6,000.00 Library Fund 1400.00 Music Fund 2 mills The council agreed to pay the county $2.00 a day per person for use of the county jail. Also agreed to offer $3.00 a day for jailor. A motion was made by Bailey and seconded by Briggs to approve transfer $1000.00 Liquor Fund to General Fund. Carried. A motion was made by Bailey and seconded by Ryding to transfer $6500.00 from Liquor Fund to General Fund for payment of fine $1000.00 Sewer warrants and interest at the First National Bank. Carried. Trustee Bailey presented the following ordinance and moved its adoption. It was seconded by Briggs and carried. All voting in favor. Ordinance No. 44 An Ordinance Regulating the use of highways within the village of Elk River Incorporating provisions of the State Highway Traffic Regulation Act by reference, and imposing a penalty for the violation thereof. The council of the village of Elk River do ordain as follows: Section 1. Highway Traffic Regulation Act Incorporated by Reference. The regulatory provisions of Minnesota Statutes 1945.C.169, as amended by Laws 1947, and Laws 1949, are hereby adopted as a
