<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />September 5, 1950 <br /> <br />A regular meeting was held at the Municipal Building on Sept 5, 1950. <br /> <br />Members present: <br /> R. A. Ellingson, Mayor; Emil Parent, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs <br /> <br />The meeting was called to order by Mayor Ellingson. The minutes of the last meeting were read and <br />approved. <br /> <br />Mrs. VandenBerg representing the Village Library Board was present and asked for additional levy <br />for library purposes of $400 for the coming year. This was agreeable to the council. <br /> <br />A motion was made by Bailey and seconded by Ryding to authorize the transfer of $4500.00 from <br />the Liquor Fund to the General Fund and from the General Fund to the Sewer Construction Fund. <br />Carried. <br /> <br />A motion was made by Bailey and seconded by Briggs that the village maintain a telephone at the <br />Ball Park in connection with Civilian Defense Organization. After discussion the motion was <br />carried. <br /> <br />On account of complaints coming from the municipal liquor store and beer taverns a motion was <br />made by Ryding and seconded by Parent to forbid the following persons from buying liquor or 3.2 <br />beer in the village: Leon Adams, John Swanson, Ed Hazenau. The motion carried and the clerk was <br />instructed to notify all places serving liquor or 3.2 beer in the village. <br /> <br />Earl Hettrick, manager of the Municipal Liquor Store, was present and there was some discussion in <br />regard to the business at the store. The manager suggested that the Liquor Store sponsor a bowling <br />team. Also that the store sell popcorn or potato chips. He also stated that some extra shelves were <br />necessary for off sale merchandise. The Council agreed to these suggestions. <br /> <br />The following bills were approved and ordered paid: <br />Pat Donahue – lifeguard 30.95 <br />Dale Palmer – lifeguard 16.25 <br />Dick Bruchs – street work 5.25 <br />John Ostby Jr – street work 48.45 <br />Dick Wombill – street work 49.50 <br />Donald Johnson – street work 9.00 <br />Mrs. Louise Nickerson – Ellen Tracy case 70.00 <br />N.W. Bell Telephone Co – Aug 9.10 <br />American Paint Corp – Zone paint 21.42 <br />Zella M Page – janitor service 7.00 <br />Zella M Page – library books 23.77 <br />Davis Food Market Groceries – John Swanson 44.52 <br />Dares Furniture – store cleaning blinds 20.10 <br />Community Electric – mdse .58 <br /> <br />
